Troop 442 By-Laws
For the purpose of these by-laws, the following terms are defined:
Troop Committee: Parents of scouts or adults who are currently registered with Troop 442.
Troop Committee Board: Members of the Troop Committee holding the following positions:

- Members of the Troop Committee Board are nominated from the membership of the Troop Committee.
- The Troop committee will be responsible for the management of Troop 442. Voting rights on troop items will be limited to Troop Committee Members.
- The Troop Committee will approve all matters pertaining to the operation of the troops by majority vote of those present at the Troop Committee meeting. No items shall be presented to the Troop Committee for vote unless seven Troop Committee Board members are present and it is a regular or special Troop Committee meeting as defined by items 1-H and 1-L.
- Troop participation in non-scout activities must be approved by the Troop Committee vote.
- The Troop Committee Chairperson will appoint a by-laws committee to rewrite Troop by-laws annually during the first quarter of each year. Any proposed changes will be submitted to the Troop Committee for approval. Notification of by-laws changes must be given to the Troop Committee members prior to a vote. Approved by-laws must be signed by the Troop Committee Chairperson
- The Troop Committee will maintain the troop in proper status as required by Boy Scouts of America.
- The Troop Committee will hold monthly meetings. Each Troop Committee Member will be notified of the date, time and location of the meeting.
- Special Troop Committee meetings may be requested by any Troop Committee Member, the Committee Chairperson will approve or disapprove the request.
- The Troop will be organized as outlined in the Scoutmaster Handbook
- The Scoutmaster and all Assistant Scoutmasters must have completed Adults Leader’s Basic Training and Youth Protection Training upon taking office or must complete the training within one year. Exceptions must be recommended by the Scoutmaster and approved by the Troop Committee. The Troop Treasurer will reimburse all leaders the course fee upon verification of completion.
The following troop officers shall be required at all times:

- The Patrol Leaders Council (PLC): The Senior Patrol Leader, Assistant Senior Patrol Leader, Patrol Leaders, Scribe and Scoutmaster will be called the Patrol Leaders Council (PLC). Junior Assistant Scoutmasters may attend PLC meetings but have no voting rights.
- Subject to Troop Committee approval, the PLC will be responsible for the planning of troop outings.
- Subject to the Scoutmaster’s approval, the PLC will be responsible for specific plans in detail for all troop meetings and will review the outing plans.
- All new boys will submit application to the Scoutmaster for membership. The new scout may attend four troop meetings prior to being placed into a patrol.
- All new scouts will pay a registration fee and new equipment fee upon joining Troop 442. Troop dues will begin to accrue and are due at the First Court of Honor after joining. Those transferring from another troop or pack will pay a transfer fee and the equipment fee. All new scouts must adhere to the troop’s policy regarding Boy’s Life magazine subscription.
- Subsequent annual re-registration and insurance fees will be paid by the troop for each scout whose dues are current and has active involvement as defined in section 12-D. Exceptions may be approved by either the Committee Chairperson or the Scoutmaster.
Adult registration fees will be paid for by the troop for the below listed offices. Other adult registration fees can be paid by the Troop Committee with the approval of the Committee Chairperson and Scoutmaster. Insurance fees can be paid by the troop for all registered adults.

- Troop dues are payable quarterly for each scout and paid in advance. Changes to the troop dues must be approved by the Troop Committee.
- Families must participate in troop fundraising activities to participate in the distribution of the funds from the activity.
- All fundraising projects and the manner in which the proceeds are distributed will be approved by a vote of the Troop Committee Board.
- Any family unable to participate in a troop fundraising activity due to an unforeseen emergency will have their participation in the money sharing determined by the Troop Committee action.
- The Troop Committee will schedule a Court of Honor every three moths or four times a year.
- Recognition for awards will be given at the Court of Honor
- A Scout must be active in Troop 442 for at least 12 months and have demonstrated scout spirit in order to quality for a special troop gift. With the exception of the special troop gift, all expenses incurred for an Eagle Scout Court of Honor will be borne by the family of the Eagle Scout.
- A request for an Eagle Scout Court of Honor must be presented and approved by the Troop Committee Board prior to the requested event.
- At the request of the Eagle Scout, a presentation of advancement to Eagle can be conducted as part of the Troop Court of Honor. No individualized Eagle Scout ceremonies will be conducted during or as part of a Troop Court of Honor.
- All troop meetings will be conducted by the Senior Patrol Leader or the Assistant Senior Patrol Leader.
- The troop will have regularly schedule meetings except as changed by the Scoutmaster.
Troop Inspections
Troop inspection shall be conducted at the discretion of the Scoutmaster
- All scouts are required to conduct themselves in accordance with the Scout Oath and the Scout Law.
- The discipline of all scouts will be the responsibility of the Scoutmaster or his designee.
- Any unacceptable behavior may result in excluding the scout from troop actives.
- The Senior Patrol Leader, the Assistant Patrol Leader and the Patrol Leaders will be elected every 6 months from all eligible scouts. All eligibility will be determined by the Scoutmaster and the Assistant Scoutmaster.
- Elections are to be held every 6 months. Each registered scout will be eligible to vote.
- The following listed troop officers will be appointed by the Senior Patrol Leader with the approval of the Scoutmaster. The term of office will be 6 months and with the excepting of Den Chief and Troop Guide, a scout may hold a particular office for 2 terms only. Other exceptions shall be approved by the Scoutmaster.

A scout may be re-elected once to the office of Senior Patrol Leader, Assistant Senior Patrol Leader and Patrol Leader. Exceptions may be approved by the Scoutmaster.
- Each Patrol will elect their own Patrol Leader from the eligible scouts within their patrol.
- The following qualifications will be required for the offices designated. Any exceptions must be approved by the Scoutmaster and the Assistant Scoutmasters.
- Senior Patrol Leader and Assistant Senior Patrol Leader
- Currently active 6 months with Troop 442
- Have served as Patrol Leader
- Recommended by the Scoutmaster and the Assistant Scoutmaster.
- Patrol Leader
- First Class Scout (if available)
- Currently active 6 months with Troop 442
- Recommended by the Scoutmaster and the Assistant Scoutmaster.
- A simple majority of currently registered scouts must be present to hold an election for Senior Patrol Leader and Assistant Patrol Leader. A simple majority of currently registered scouts of each patrol must be present to hold an election for Patrol Leader.
- A simple majority vote is required for a scout to be elected.
- Failure to perform leadership duties will result in removal from troop office by the PLC with approval of the Scoutmaster. Any removal or other vacancy not occurring at regular election times will be filled by a special electing or appointment by the PLC with approval of the Scoutmaster.
- Each patrol will have a maximum of 8 scouts or as otherwise approved by the Scoutmaster.
- All patrol will meet at a regularly scheduled time and place determined by the Patrol Leader with an Assistant Scoutmaster or another other adult (18 years or older) in attendance. All patrols will also hold special patrol meetings as required by the Scoutmaster of the Senior Patrol Leader
- The Patrol Leader will report all disciplinary problems to the Senior Patrol Leader.
- All scouts will be required to attend, unless excused, all patrol and troop meetings in uniform.
- Any scout having two non-excused absences from regularly schedule patrol or troop meetings during the month prior to a troop outing will not be permitted to attend that troop outing without the Scoutmaster’s approval.
- Scout Spirit is defined as living by the Scout Oath and the Scout Law as well as having active participation at scheduled troop and patrol meetings and monthly outings.
To advance in rank, a scout must demonstrate troop involvement with these minimum requirements or as approved by the Scoutmaster.
Attendance at 50% of all scheduled meetings in the previous 6 months
Attendance at 4 of the last outings.
- Scouts attending outing must met the following requirement. Exception must be approved by the Scoutmaster.
Be currently registered with Troop 442
Have current medical and health forms and an “Authorization and Consent To Treat a Minor” form on file
Have obtained the rank of Scout or above
Dues are paid current
Meet attendance requirements per item 12-b of these By-Laws
Be in Scout Uniform
- All parents will assist the troop in providing transportation for troop outings
- Outing expense will be estimated by the Scoutmaster or designee and assessed to each scout participating on an outing. Disposition of any excess money, or other patrol food money, will be determined by the Troop Committee.
- Troop outings require the minimum of two adults in attendance, tour permits and all other permits as required.
Scouts attending a High Adventure Outing must meet the following requirements unless otherwise approved by the Scoutmaster or the High Adventure Leader.
Meet all requirements for regular troop outing per item 13-A of these by-laws.
Be a rank of First Class or above
Meet merit badge requirements are required per each particular High Adventure Outing
Be physically able to participate in the High Adventure Outing
- All Scouts and adults going on a High Adventure Outing must have completed the necessary training outings as required by the High Adventure Leader.
- At least one adult on any High Adventure Outing must have completed the High Adventure Training Classes appropriated to the High Adventure Outing being taken and at least one adult on the outing must have a current American Red Cross First Aid certification.
- All expenditure must be itemized and will require Troop Committee Board approval prior to reimbursing
- All expenditures over $100.00 must be approved by the Troop Committee Board.
- Standing Rules will be maintained and approved by the Troop Committee. These rules will include such items as the amount of Troop dues, equipment fees, Troop meeting dates, committee meeting dates and other items necessary for the operation of the Troop
- Standing Rules may be changed by majority vote of those eligible to vote at Troop Committee meetings.

Troop 442 Standing Rules
Quarterly dues are $25.00 for one scout, $40.00 for two scouts in same family and Eagle Scouts dues are $10.00 per quarter. These dues are due and payable at each quarterly Court of Honor.
A one time equipment fee of $35.00 will be paid by each new scout joining Troop 442 and shall be paid with the registration fee or by the first Court of Honor after joining.
Troop meetings will be held on Monday at 7:30 pm. according to the Troop 442 master schedule at a location to be announced.
Committee meetings will be held on the second Wednesday of each month at 7:30 pm.
Scout, Scoutmaster and Assistant Scoutmasters will be responsible for obtaining and maintain their own uniforms which will consist of the following:
Official BSA Scout Shirt with either long or short sleeves.
Official BSA Scout Pants either long or short
Official BSA Scout Web Belt and Scout Buckle
Official Scout Socks
Proper rank, troop and council insignia and temporary patches neatly attached to the shirt
Troop Leather Thong. A thong will be presented to each new scout upon joining the troop.

Outing expenses for registered scouting leaders participating in outings will be paid by the troop. Other adults participating on the outing will pay the set fee for that outing. Any additional adult outing fees will be determined by the Scoutmaster and/or the Committee Chairperson on a case by case basis.
Rank Advancement: All advancements (except Eagle) will be presented to the scout earning the award at the first Troop meeting following satisfactory completion of the Advancement Board of Review. Advancement procedures outlined in the BSA Scout Handbook or supplemented by the Scoutmaster’s instructions will be followed by each scout. Formal recognition the Scout’s advancement shall occur at the next Court of Honor.
The troop will reimburse all drivers, authorized by the Transportation Chairman, for gasoline expenses. Reimbursement shall consist of the cost of gasoline actually consumed during the outing and in addition the driver will receive $.05 per mile maintenance allowance. All drivers will be eligible for the gasoline and maintenance when troop trips exceed 200 miles round trip. In order to receive the reimbursement, the driver shall submit an itemized statement including actual receipts for purchased gasoline and trip mileage to the Troop Committee Board for approval.
All new scouts not presently subscribing to Boy’s Life magazine must subscribe upon joining Troop 442, as per troop policy.
Annual mandatory parent meeting: One parent, guardian or family representative shall attend the actual Parent Meeting. Failure to attend will result in an assessment equal to one quarter’s dues and will result in the scout being exempt from attending troop outing until the assessment is paid. Exceptions may be approved by the committee Chairperson.
